Student Two is above grade level for fluency and accuracy. I would ask her if she was interested in being a peer reading buddy and assign her to work with Student One who is far below grade level. If she was interested in doing this, it would boost her confidence and allow her help one of peers as well. I would focus more on her reading accuracy. She tends to read fast and therefore skips words or mistakes certain words. I would have her point to words while she is reading in order to help her slow down and become a more accurate reader.
